International Virtual Learning Program Agreement 2025-26
  • eCampus Academy Virtual Charter School

  • This international virtual learning program agreement (“Agreement”) is entered into by and between eCampus Academy (“eCampus”), a public charter school of the Watertown Unified School District (“WUSD”), located in Watertown, Wisconsin, USA, and the student and parents/guardians whose names and signatures appear below (“student” and “families,” respectively). For good and valuable consideration, including the mutual agreements and covenants contained herein, the parties agree as follows:

    Overview

    eCampus Academy, a virtual public charter school authorized by the Watertown Unified School District and the Wisconsin Department of Public Instruction, offers high-quality, flexible, and personalized education for international students in grades 4K–12. Using digital tools and personalized learning plans, students can learn from anywhere in the world while earning a U.S.-based diploma.


    Program Features

    For an annual tuition of $5,000 USD per student per year, families will receive:

    • Full access to accredited 4K–12 curriculum, including Advanced Placement [AP] and college preparatory courses
    • Unlimited course enrollments including AP courses 
    • Credit recognition for local projects, experiential learning, and concurrent coursework
    • Access to enrichment tools (e.g., No Red Ink, The Great Courses, ALEKS, Rosetta Stone)
    • Optional virtual experiences like field trips and book studies
    • Weekly office hours and academic support from licensed Wisconsin teachers
    • Onboarding, graduation planning, and transcript articulation
    • College placement support

    Note: Annual fees are reviewed and subject to change each school year at the discretion of eCampus.  Any changes in annual fees will be communicated six months in advance.


    Payment Process

    Families will receive an invoice for the annual tuition upon enrollment. Full payment is due within 30 days of the student’s enrollment date.  Payment can also be made in two installments.  $2500 is due within 30 days of the student's enrollment date $2500 is due within 30 days of the student's six month anniversary.

    The WUSD school calendar runs September 1 through August 31.  Payment plans will be aligned with this school calendar.  Pro-rated payment plans will be established for students beginning after September 15 of the current school year.


    Withdrawal and Refund Policy

    Refunds for withdrawal are issued as follows:

    • Before the first week of classes: 100% refund
    • Weeks 2–3: 90% refund
    • Week 4: 75% refund
    • Week 5: 50% refund
    • After week 5: No refund

    Withdrawals must be submitted in writing to eCampus staff using the eCampus International Withdrawal form found on the WUSD-eCampus website.

  • Roles and Responsibilities

    eCampus Academy will:

    • Provide onboarding and transition support
    • Offer access to all eCampus-approved curriculum and learning platforms
    • Monitor academic progress and communicate regularly
    • Support international students and families via email, LMS, video conferencing, or phone
    • Assist with U.S. and Wisconsin college application guidance
    • Address academic and curriculum-related concerns promptly
    • Proctor assessments

    Families and students will:

    • Submit all required enrollment documentation including official grade reports to be considered for transfer credits, as determined by eCampus
    • Ensure the student has sufficient English proficiency for success, as required by eCampus
    • Maintain regular communication with eCampus staff including mandatory planning and advisory sessions
    • Monitor student progress and support completion of coursework
    • Support the proctoring of assessments as required by eCampus Academy

    Admissions & Placement

    • The family must confirm that the student's English proficiency is sufficient to participate in a curriculum taught in English only.
    • Previous academic records for students enrolling in eCampus’ programs must be submitted to eCampus (and translated into English if needed) to determine placement and credit eligibility.
    • eCampus recognizes certain nontraditional and project-based learning for transcript purposes, aligned to graduation requirements.
    • This Contract may be modified or terminated during its term upon written agreement by both Parties.  Any modification shall be signed by both Parties, dated and attached to this original Contract.

    Parent/Guardian Commitments

    At eCampus, we are committed to providing a high-quality virtual learning experience that supports student success through inspired academic excellence, strong community connections, and innovative educational opportunities. To ensure every student thrives in the virtual environment, we ask that parents and guardians commit to the following actions:

    1. Actions Parents Do
      • Maintain a structured home learning environment with minimal distractions.
      • Regularly monitor student progress in the learning platform and communicate with teachers as needed.
      • Support their child's academic journey by ensuring daily engagement in coursework.
      • Encourage strong study habits and time management skills.
      • Attend scheduled informational meetings.
      • Participate in student-led conferences and ensure that all documentation is submitted by the deadline.
      • Stay informed about eCampus policies, expectations, and updates.

    2.  Actions Parents Do With and For Their Child
      • Establish and maintain a daily schedule that includes designated learning time, breaks, and physical activity.
      • Ensure their child has access to a reliable internet connection and the necessary technology.
      • Encourage open communication about their child's learning experiences, challenges, and successes.
      • Engage in the required student-led conference activities, fill out required forms, and return to the teacher by the deadline.
      • Review coursework, assignments, and feedback with their child to foster engagement and accountability.
      • Support digital citizenship by reinforcing appropriate online behavior and interactions.
      • Promote a growth mindset by celebrating achievements and encouraging perseverance in learning.

    3. Actions Parents Do With and For eCampus
      • Communicate regularly with eCampus staff to stay engaged in their child's education.
      • Provide feedback to help improve virtual learning experiences.
      • Participate in eCampus community events and support initiatives that enhance student learning.
      • Collaborate with teachers and administrators to address any concerns in a timely manner.
      • Advocate for the importance of virtual learning and eCampus within the broader school community.
      • Adhere to all eCampus policies and procedures to ensure a positive and productive learning environment.  Failure to meet these commitments may result in academic intervention or withdrawal from the program.
  • Graduation Requirements

    To earn a high school diploma from WUSD, students must complete 25 credits in the following areas:

    Graduate Pathways

    As part of its commitment to postsecondary success, eCampus encourages students to explore U.S. and Wisconsin higher education options. Graduation destination data will be collected annually to track outcomes and enhance programming.

  • Miscellaneous

    1. eCampus makes no warranty related to the suitability of the education program described herein, or any part thereof, including but not limited to curriculum, materials, methods or amount of instruction, for purposes of satisfying any requirements of any regulatory or governmental entity in the student’s home country, nor does eCampus represent that it is in compliance with or fulfills any certification or accreditation requirements outside the State of Wisconsin, USA. 
    2. In the event performance by eCampus is prevented by fire, flood, storm, earthquake, riot, war, rebellion, terrorism, pandemic, public health emergency, or other unforeseen circumstances beyond the reasonable control of eCampus, this Agreement may be suspended for the period performance is prevented.
    3. No waiver by either party of any of the provisions of this Agreement shall be effective unless explicitly set forth in writing and signed by the party so waiving. No failure to exercise, or delay in exercising, any right, remedy, power or privilege arising from this Agreement shall operate or be construed as a waiver thereof, nor shall any single or partial exercise of any right, remedy, power or privilege hereunder preclude any other or further exercise thereof or the exercise of any other right, remedy, power or privilege.
    4. The parties understand and agree that the provisions of this Agreement shall be deemed severable, and the invalidity or unenforceability of any one or more of the provisions or clauses shall not affect the validity or enforceability of the other provisions or clauses hereof.
    5. IN NO EVENT SHALL eCAMPUS OR WUSD BE LIABLE TO ANY PARTY TO THIS AGREEMENT OR TO ANY THIRD PARTY FOR ANY LOSS OF REVENUE OR PROFIT, OR FOR ANY CONSEQUENTIAL, INCIDENTAL, INDIRECT, EXEMPLARY, SPECIAL, OR PUNITIVE DAMAGES WHETHER ARISING OUT OF BREACH OF CONTRACT, TORT (INCLUDING NEGLIGENCE), OR OTHERWISE, REGARDLESS OF WHETHER SUCH DAMAGE WAS FORESEEABLE AND WHETHER OR NOT THE DISTRICT HAS BEEN ADVISED OF THE POSSIBILITY OF SUCH DAMAGES. THE TOTAL AGGREGATE LIABILITY OF EACH PARTY TO THE OTHER PARTY FOR DAMAGES UNDER THIS AGREEMENT OR OTHERWISE SHALL NOT EXCEED THE SUM OF ALL FEES PAID OR PAYABLE TO ECAMPUS UNDER FOR SERVICES RENDERED DURING THE TWELVE (12) MONTHS IMMEDIATELY PRECEDING THE MONTH IN WHICH SUCH LIABILITY AROSE. MULTIPLE CLAIMS UNDER THIS AGREEMENT WILL NOT ENLARGE THIS LIMIT. 
    6. This Agreement shall be governed by and construed in accordance with the laws of the State of Wisconsin, United States of America.  Any action arising out of or relating to this Agreement must be brought in a court of competent jurisdiction located in the State of Wisconsin, United States of America.
    7. This Agreement represents the full and final agreement between the parties, superseding any oral, written or other agreement between the parties concerning the subject matter of this Agreement.
    8. The parties agree that this Agreement may be executed in one or more counterparts, each of which shall be deemed an original but all of which together shall constitute one and the same agreement. A signed copy of this Agreement delivered by facsimile, email, or other means of electronic transmission is deemed to have the same legal effect as delivery of an original signed copy of this Agreement.
